The Managing Director is the chief administrator of the St. Joseph County Road Commission and reports directly to the Board of County Road Commissioners. Directs and supervises all functions including project planning/development, human resources management, labor relations, contract negotiation, fiscal management, budget control, physical plant management, grievances, and discipline. Responsible for analyzing road construction and maintenance, and to conceptually forecast needs for the next 5 years. Must keep continually informed of new, as well as changes to existing highway legislation and regulations affecting Road Commission operations. Researches and makes recommendations for changes to road commission policies.
